FLA Webinar: Responding to Abuses of Contract Workers – A Focus on the Pakistan Garment and Textile Sector

Employment of workers through fixed-term contracts and/or through third parties has become a common practice in Pakistan recently. Employers see this as a cost cutting measure and a tool for flexible employment practices, and workers typically do not challenge such arrangements. There has been no significant effort to evaluate the working conditions for this group of workers in comparison with permanent workers. Meanwhile, courts in Pakistan have ruled several times on these practices; recently, the Supreme Court of Pakistan upheld outsourcing as a practice but added that employers cannot use this to evade their legal responsibilities, such as by employing their permanent workers through a third party or hiring them on fixed-term renewable contracts.
