Global Deal Thematic Brief: The Business Case for Social Dialogue
Social dialogue has the potential to serve as a productive input to enterprises and contribute to inclusive growth. While some associate social dialogue with increased costs, research has demonstrated that in many instances social dialogue can be a strong driver of stability, equity, productivity and sustainable business growth. This thematic brief is intended to stimulate discussion with a view to identifying priorities for future research.
Social dialogue has a vital role to play in supporting the transition from the informal to the formal economy. Drawing on case studies from around the world, this Global Deal thematic brief illustrates how social dialogue, involving governments and representative employers’ and workers’ organizations has, in different ways and at different levels, contributed to the transition to formality and the reduction of decent work deficits in the informal economy. It aims to assist all concerned stakeholders to apply social dialogue for the design and implementation of effective formalization strategies, in the context of the Sustainable Development Agenda 2030 and the relevant international labour standards.

Social dialogue has been long employed as a tool in the governance of work, with the objective of delivering sustainable economic growth, social justice and the kind of high-trust work relations that are not only valuable in themselves, but that can also improve business performance and increase workers’ share in rising profitability. The future of work presents a number of opportunities and challenges that require common solutions achieved through social dialogue. Drawing on case studies from around the world, this thematic brief illustrates how social dialogue can play a key role in managing the future of work transitions, improving the quality of work, and achieving decent work for all. The brief aims to summarize the key drivers of change and possible effects on people, work and labour markets. It also highlights how to strengthen the institutions of social dialogue in order to ensure representative legitimacy, build trust and deliver inclusive outcomes.
The 2020 Global Deal Flagship Report illustrates the importance of social dialogue in managing the consequences of the COVID-19 pandemic, as well as the benefits of involving social partners in adult-learning systems to prepare for the future of work. The Report also shows how Global Deal partners have engaged in efforts to promote and strengthen social dialogue through their voluntary commitments – concrete actions that help realise the objectives of the Global Deal.

The Global Deal Social Dialogue Forum will bring together a wide range of policy makers, practitioners, and experts in social dialogue to explore how a strong process of dialogue, consultation and negotiation between or among social partners and governments can help in addressing the longer term issues brought about by the COVID-19 pandemic.
